Considerations in Hiring a Programmer

General guidelines and information

UC (UCOP) Business and Finance Bulletin BUS 77, Independent Contractor Guidelines, provides general guidance and includes three interactive forms that are appendices to BUS-77.

Y2K-specific information

The department should all consider, when negotiating an agreement:

  • Has the programmer you're planning to hire identified related areas that impact the Y2K project, such as the need for hardware upgrades?
  • Are there tasks identified that the department must take care of rather than the programmer, such as user documentation or user training, because the programmer does not have the resources and skills, or the time?
  • Has the programmer identified operational procedures that must also change with the technical solution, if anything is being done other than minimal Y2K modifications ? Operational changes usually require lead time, funding, and training - can the department do or fund this in the time available?
  • Is it clear on which equipment (the department's? the programmer's?) the program modifications and - in particular - testing will occur?
